I want to download a new app (PicMonkey) that does not have a version compatible with the iOS I have. My iPhone uses iOS 7.1.2 and I cannot update it anymore. Is there a way to download the app I want onto my iPhone?

Depends upon the developer, some allow you to download older compatible versions of their apps. If the app is free try downloading the current version on your computer's iTunes so that it's in your account's purchase history, and then on your phone go to the Purchased tab and see if you can download an older version of it - when you try to download it from there you should see something similar to below if you can :
If it's an app that you have to buy to download contact the developer first and see if the above will work
There is no older version of the app. It's fairly new, but it's free. I've used the technique you mentioned before to download the older version of an app onto my iPhone and tried that for this particular app but it did not work.
In that case you won't be able to get that app on your phone
